GOALS OF THE LEAGUE The goals of the Kamloops Women’s Hockey League (KWRHL) are to foster FUN, FITNESS, and FRATERNAL FRIENDSHIPS. LEAGUE DUTIES, RESPONSIBILITIES AND POWERS The KWRHL directors shall consist of: 1) At least one representative from each team. Each team may have a maximum of two reps attend league meetings, one being an alternate, but each team will only have one vote on KWRHL decisions. Team representatives will be chosen by each team. 2) Non-voting executive elected by the directors to manage league administration: registrar, secretary, treasurer, website manager, referee scheduler, disciplinary board, skills coordinator, game scheduler, scorekeeper scheduler, and media liaison. PLAYER RESPONSIBILITIES All players must be registered with the KWRHL. Minimum Age to join the KWRHL is 19 years as of December 31 of registration year. Registration fee is $400 per player/$200 for goalies. This covers the cost of ice time, referees, timekeepers, insurance, administration, and honorariums. All players must complete the registration form and submit 50% of registration fees by August 15 with the final 50% due by September 15. A special early bird registration of $375 is available and must be paid in full by August 15. No refunds will be issued after October 1 unless approved by three members of the executive.
Insurance – Players sign a waiver prior to their first game as per recommendations by Simmons, Black, & Emsland Insurance Services.
Number of Players — each team must have a minimum of 15 eligible skaters on its roster and one goalie. Team Rosters will be determined by the KWRHL executive after all KWRHL fees are paid in September. Team Selection will be determined by KWRHL executive. The skill-rating scale is a tool to assist with player placements. An effort will be made to accommodate special requests made on the registration form, but these requests cannot be guaranteed. Attendance at League Meetings — each team must make every effort to be represented at the KWRHL executive meetings. Regular monthly meeting dates and locations will be set up prior to the commencement of the season. Teams must dress seven skaters from their original roster, plus can pick up four spare skaters and one goaltender, or forfeit the game. In the event that the game is forfeited and the players on the ice wish to scrimmage, the referees will stay and call the scrimmage game. All infractions will be dealt with under normal KWRHL rules. Pick Up Players - A team is only able to pick up a maximum of four players (spares). There is no cap on the total number of players on a team when using the maximum four spare player pick up rule. There is no cap on the number of games that one player may play for one team. Primary and secondary jersey colours of each team must be declared to the KWRHL at the start of the season. The visiting team is responsible for changing their jerseys when there is a colour conflict with the home team’s primary colour. If a second set does not exist for the visiting team, then the home team will change their jerseys. Scorekeepers will be scheduled by a designated scheduler. The treasurer will pay score keepers $12 per game. Schedule changes – Teams must give a minimum of 30 days notice to reschedule a league game that conflicts with an out of town tournament. If less than 30 days notice, the team going to the tournament will forfeit the league game and a practice or an exhibition game will be set up, depending on the wishes of the team that hasn’t forfeited the game. LEAGUE RULES Each game will be 1 hour and 15 minutes in length with a 5 minute warm-up, 20-minute running time first and second period with a 15-minute stop time for the third period. Full equipment is mandatory including CSA approved helmet, face mask, and neck guard. Gretzky Rule is in effect – no player may score more than 3 goals in any game. No body checking. No slap shots. Hockey Canada rules will apply to all other rules not covered here. PENALTIES & MISCONDUCT A player receiving three penalties in a game will be ejected from the game upon receiving the third penalty. Any player or team official may be assessed penalties at any time before, during, or after a game, when an offence is committed on the ice, or off the ice, before entering the dressing room. Any altercations occurring off the ice must be reported to the KWRHL executive in writing within 48 hours of the dispute. Incidents of misconduct will be dealt with by the KRWHL Disciplinary Board. The KWRHL Disciplinary Board will be made up of team reps, but reps from teams involved in the dispute will be excluded from the resolution of that dispute. All complaints must be made promptly in writing to the KWRHL executive and will be passed on to the KWRHL Disciplinary Board. The KWRHL Disciplinary Board will investigate all formal complaints and will respond in writing to both parties. A Red Flag Policy has been put into place to deter unsportsmanlike
conduct and keep the KWRHL a fun and safe place to play hockey. A league
member found to have a legitimate complaint against them will be monitored
or “Red Flagged” by the KWRHL referees. Further misconduct will not be
tolerated and may result in a suspension. |
